About the Department of Energy
The mission of the Department of Energy (DOE) is to ensure America’s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions. DOE offers funding opportunities through multiple program offices including the Office of Science, Advanced Research Projects Agency – Energy (ARPA-E), the National Nuclear Security Agency (NNSA), and Office of Energy Efficiency & Renewable Energy (EERE). DOE also encompasses 17 National Labs across the country that also offer funding opportunities for research.

Submission Portal and General Proposal Guidelines
All Grants.gov submissions to the DOE Office of Science (SC) are automatically entered into the DOE SC Portfolio Analysis and Management system (PAMS) and will then be assigned to a Program Manager. For electronic submissions in grants.gov, all appropriate fields are to be filled out in accordance with FOA Instructions.
At the time of Program Manager Assignment, the three people listed on the SF-424 R&R cover page should, but do not always, receive an email with the subject line “Receipt of Proposal 00002xxxxx by DOE Office of Science.” These three people are:
- Principal Investigator
- RAS Authorized Representative (DOE liaison or DOE credential CA)
- RAS Point of Contact (RAS CA for the submitting DLCI)
Once the mail is sent, these individuals will each be able to view the submitted proposal in PAMS (requires user registration and login). The PI/DLCI admin and/or RAS Point of Contact should contact the submitting Authorized Representative for access if they cannot see the proposal in PAMS.
Other DOE proposal and post award submissions may utilize PAMS, EERE-Exchange, ARPA-E Exchange or procurement and other systems operated by individual National Laboratories.
