As outlined in NASA’s Grant and Cooperative Agreement Manual, section 9.4:
- Proposals that include the participation of China or any Chinese-owned company are ineligible to receive an award from NASA. NASA requires certification of adherence to this policy by submission of NASA Assurance of Compliance.
- Proposals including the participation of non-U.S. organization are normally supported on a no-exchange-of-funds basis, and must comply with 2 CFR 1800.3
This policy pertains to the proposing organization and not the nationality or citizenship of the individuals listed in the proposal.
