In October 2023, two information sessions were held to support administrators in navigating the transition to the new approach to under-recovery. The sessions comprised a presentation on the changes followed by a question-and-answer session.

Making under-recovery funding requests

Requests should be submitted as early as possible during the proposal phase. Administrators can set up a shell proposal, including a general budget, in KC to get the process started. The full proposal isn’t necessary, but there should be enough information for the department head to evaluate the request. Once the under-recovery is approved, the rest of the proposal can be completed.

DLCI Under-recovery accounts

In fall 2023, DLCIs received their central funding allocation in existing under-recovery accounts. DLCIs without existing under-recovery accounts should contact VPR.

Department heads or directors of administration and finance can request transfers of supplemental funds to cover under-recovery funding requests by submitting a NIMBUS Budget Transaction Request (BTR) using a separate GL (see table below). These funds, once transferred into the under-recovery account, will carry over to the next fiscal year. (Note that the centrally funded portion does not carry over.) Large requests for under-recovery funding can be elevated to the dean or to the VPR as appropriate.

Under-recovery should be added to the budget in the KC proposal. When a KC proposal is linked to an under-recovery request in the app, the under-recovery budget amount for each period will populate in the app.

PIs will be able to use the app and see the under-recovery requests associated with their proposals. Departmental administrators who have been granted the appropriate role within a DLCI will be able to see under-recovery requests for their DLCI.
